India Office, November 19, 1917. IN reply to your letter dated the 7th November, with reference to the question whether His Majesty's Government should intervene officially in the negotiations between the Chinese Government and the Opium combine for the disposal of the stocks of opium at Shanghai and Canton, I am directed by the Secretary of State for India in Council to say that he concurs in Mr. Secretary Balfour's proposal to adopt the second of the three courses suggested in Sir John Jordan's telegram No. 502 of the 27th October.
